Who defines what information is too sensitive for the general public?

During the Winter Term, we focused a lot on the topic of censorship in one of my core classes, Forbidden Books. Also, in my Disease class, we had to do research on outbreaks throughout history. I developed the question ' Who defines what information is too sensitive for the general public?' because throughout history there have been many different groups who have challenged all forms of media. This question is mean't to challenge the people viewing the project and wonder 'who really holds the power to censor certain information?,' 'why are these people challenging this content?,'etc. My idea for the "article" was formulated as a way to combine the main ideas of Disease and Forbidden Books while putting it into a sci-fi format.
